Abstract
The *El-Rakhawi Doctrine of Convergent Mobile and Secure Computing Engineering* (2026) by Dr. Mohamed Kamal Arafa El-Rakhawi resolves mobile infrastructure fragmentation. Addressing static middleware limits and edge-cloud disconnects, it establishes four pillars: Distributed Mobile Infrastructure (Self-Healing Networks), Context-Aware Adaptive Privacy (CAAP) using the Context Evaluation Offloading Protocol (CEOP) to save device resources, Inclusive Mobile Learning with Cross-Cultural Design, and Citizen-Centric E-Governance. Key innovations include Tiered Blockchain for multimedia integrity and Predictive Traffic Shaping with computational cost accounting. To evaluate ecosystems, it introduces two robust metrics: the Convergent Mobile Computing Efficiency Index (CMCEI) and the Unified Mobile Governance and Security Index (UMGSI). Both use Weighted Geometric Means with Operational Floors to prevent mathematical collapse from transient events while penalizing systemic weaknesses.
