Abstract
EL-RAKHAWI BIO-COGNITIVE ENGINEERING: EXECUTIVE SUMMARY This treatise establishes the El-Rakhawi Doctrine of Comprehensive Bio-Cognitive Engineering, integrating three post-AlphaFold pillars: 1. **Causal Bio-Ontological Knowledge Graph (CBOKG)**: Merges bio-ontologies with Hidden Markov Models and stochastic grammars (restricted to local RNA secondary structure) for causal genomics inference, avoiding NP-hard pure data-driven discovery. 2. **Hybrid Heuristic Parallel Bio-Simulation Engine (HHBSE)**: Replaces misleading "quantum-inspired" terminology with scientifically rigorous two-stage architecture — deep representation models (AlphaFold2/3-style) for initial prediction, followed by parallel Genetic Algorithms and Simulated Annealing for physical refinement to escape local minima. 3. **Unified Telemedicine and Biomedical Image Fusion Framework (UTBIFF)**: Implements Personalized Federated Learning (FedProx + local personalized layers) to handle Non-IID hospital data heterogeneity, preventing model divergence while preserving privacy.
