Abstract

The El-Rakhawi Theory of Symbiotic Urban Intelligence and Regenerative Industrial Ecosystems (DOI: 10.5281/zenodo.23192881) integrates urban metabolism, sovereign digital governance, and precision manufacturing into a unified self-healing national ecosystem. Three pillars: (1) Regenerative Urban Metabolism with genetically engineered Bio-CCUS microorganisms featuring adaptive carbon absorption efficiency, transforming ports into carbon-negative hubs through waste heat valorization and circular water systems; (2) Sovereign Cognitive State Architecture with a Digital Immune System employing predictive AI, quantum-resistant communications, homomorphic encryption, and Federated Learning to ensure absolute industrial data sovereignty while enabling system-wide optimization; (3) Living Industrial Twins synchronized with urban infrastructure via Federated Learning, achieving zero-waste production and demand-responsive energy management. Introduces the Symbiotic Urban-Industrial Resilience Index (SUIRI) and Regenerative ROI metric (>1.0 within 7-10 years) as novel evaluation frameworks. Integrates organically with the El-Rakhawi Corpus on Quantum-Cognitive Convergence, Bio-Silicon Synergy, Cosmic Digital Sovereignty, and Symbiotic Bio-Intelligence.
