Abstract

This paper analyzes the decision-making process related to the establishment of a higher education institution in the city of Pirot, with the aim of examining the roles and interactions of key actors within the system of local planning and governance: public administration, the professional and business community, and citizens. The research is grounded in the concept of education as a strategic development resource and the principles of participatory governance that emphasize stakeholder involvement in shaping public policies. It explores the level of participation, dominant perceptions and expectations regarding this development initiative, as well as the main challenges in the local decision-making process. The empirical part of the study is based on qualitative data collected through semi-structured in-depth interviews and focus groups with representatives of local government, educational and other institutions, the business sector, and citizens from several municipalities of the Pirot District. This methodological approach enabled a comprehensive understanding of the perspectives and interests of different actors, as well as the identification of potential conflicts and areas of consensus. The findings indicate a broad agreement among stakeholders regarding the justification and expected benefits of establishing a faculty in Pirot, particularly in terms of its contribution to local and regional development, youth retention, and strengthening educational capacities. The study also highlights opportunities for improving cooperation between public administration and the local community to support more transparent and inclusive local development planning.
