Organizational Readiness for Change in The Implementation of Primary Health Care Integration: A Systematic Review
Abstract
ABSTRACT Health system transformation has encouraged the strengthening of integrated primary healthcare services as an effort to improve access, quality, and sustainability of healthcare delivery. The successful implementation of Primary Care Integration (PCI) is determined not only by policy aspects and the availability of resources but also by organizational readiness to accept and implement change. This study aims to identify and synthesize the dimensions of Organizational Readiness for Change (ORC) that play a role in healthcare service implementation. This study employed a Systematic Literature Review (SLR) method following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. The literature search was conducted using the Publish or Perish application connected to the Google Scholar database with the keywords “organizational readiness for change” AND “healthcare.” The initial search yielded 100 articles. After the processes of identification, screening, and eligibility assessment, 18 articles met the inclusion criteria and were analyzed further. The synthesis results revealed seven main dimensions that constitute Organizational Readiness for Change, namely leadership, commitment to change, change efficacy, organizational culture, organizational communication, resource availability, and organizational and stakeholder support. Among these seven dimensions, leadership emerged as the most dominant factor because it plays a crucial role in establishing a vision for change, strengthening organizational members’ commitment, and coordinating the resources required throughout the implementation process. The findings indicate that organizational readiness is a strategic factor influencing the successful implementation of change within the healthcare sector. Therefore, the seven identified ORC dimensions can serve as a conceptual foundation for developing organizational readiness indicator models to support the effective and sustainable implementation of Primary Care Integration.
