Abstract

The rapid expansion of interconnected power grids necessitates a critical transition from conventional static defense schemes to dynamic cyber-physical Special Protection Schemes (SPS). However, legacy integrations running on commercial-grade platforms, such as mini PCs, suffer from high scheduling jitters and vulnerability to substation electromagnetic interference, leading to cascading collapses during major contingencies. This paper presents a technically validated, real-time SCADA-integrated SPS framework deployed on a ruggedized, real-time operating system (RTOS)-based industrial controller using unified IEC 60870-5-104 and IEC 61850 protocols. The performance of this cyber-physical system is validated against a historical cascading blackout in the Kalimantan interconnected grid. By replacing the commercial mini PC, the RTOS industrial controller eliminates non-deterministic processing delays, achieving a deterministic execution latency of 138 milliseconds, which operates safely below the grid's 200-millisecond transient stability limit. Deployed field results show that the proposed system achieves a near-100% success rate in preventing cascading generator trips, successfully isolating disturbances to localized events rather than system-wide blackouts. Furthermore, this cyber-physical approach conserves 183,656 US dollars in direct operational losses per event.

Design and application of an intermediate-relay based full-bay I/O simulator for 220 kV substation protection and scada testing

The modernization of power systems necessitates rigorous full-circuit testing prior to equipment commissioning. At 220 kV substations, these testing procedures are frequently hindered by the construction progress of primary equipment and stringent power outage schedules. This paper proposes a design solution for a full...
