Pengaruh Akuntabilitas, Transparansi, dan Good Governance Terhadap Kinerja Instansi Pada OPD Kota Palembang

Abstract

ABSTRACT   This study aims to determine the influence of accountability, transparency, and good governance on the institutional performance of Regional Apparatus Organizations (OPDs) in Palembang City. A quantitative research approach was used. Primary data were collected through a questionnaire distributed to OPD employees in Palembang City. Purposive sampling was used, resulting in a sample of 45 respondents. Data analysis involved data quality tests, classical assumption tests, multiple linear regression analysis, determination coefficient (R²) tests, partial tests (t-tests), and simultaneous tests (F-tests) using IBM SPSS Statistics software. The results showed that, individually (partially), accountability had a positive and significant effect on institutional performance. Conversely, transparency and good governance did not have a significant effect on institutional performance. However, when considered together, accountability, transparency, and good governance significantly affect the institutional performance of Palembang City OPDs. These findings show that increased accountability plays an important role in improving institutional performance, while transparency and good governance have not yet exerted individual influence on these performances. This research is expected to be the basis for evaluation by local governments to improve the quality of governance and institutional performance through the application of the principles of accountability, transparency, and good governance in a sustainable manner.   Keywords: Accountability, Transparency, Good Governance, Agency Performance, Regional Apparatus Organization.     ABSTRAK   Penelitian ini bertujuan untuk mengetahui pengaruh akuntabilitas, transparansi, dan tata kelola yang baik terhadap kinerja kelembagaan Organisasi Perangkat Daerah (OPD) di Kota Palembang. Pendekatan penelitian kuantitatif digunakan. Data primer dikumpulkan melalui kuesioner yang dibagikan kepada pegawai OPD di Kota Palembang. Purposive sampling digunakan, menghasilkan sampel 45 responden. Analisis data melibatkan uji kualitas data, uji asumsi klasik, analisis regresi linier berganda, uji koefisien penentuan (R²), uji parsial (uji-t), dan uji simultan (uji-F) menggunakan perangkat lunak IBM SPSS Statistik. Hasil penelitian menunjukkan bahwa, secara individu (sebagian), akuntabilitas memiliki efek positif dan signifikan terhadap kinerja kelembagaan. Sebaliknya, transparansi dan tata kelola yang baik tidak berpengaruh signifikan terhadap kinerja kelembagaan. Namun, jika dipertimbangkan secara bersamaan, akuntabilitas, transparansi, dan tata kelola yang baik secara signifikan mempengaruhi kinerja kelembagaan OPD Kota Palembang. Temuan ini menunjukkan bahwa peningkatan akuntabilitas memainkan peran penting dalam meningkatkan kinerja kelembagaan, sedangkan transparansi dan tata kelola yang baik belum memberikan pengaruh individu pada kinerja tersebut. Penelitian ini diharapkan dapat menjadi dasar evaluasi oleh pemerintah daerah untuk meningkatkan kualitas tata kelola dan kinerja kelembagaan melalui penerapan prinsip-prinsip akuntabilitas, transparansi, dan tata kelola yang baik secara berkelanjutan.   Kata kunci: : Akuntabilitas, Transparansi, Good Governance, Kinerja Instansi, Organisasi Perangkat Daerah.
