Abstract
The article examines the interrelationship between sustainable development, national security, and international economic integration as key components of ensuring state resilience under the
conditions of contemporary global transformations. It is substantiated that the intensification of
geopolitical instability, the digitalization of the global economy, the transformation of internation al production and logistics chains, as well as energy and climate challenges, necessitates a transition from fragmented responses to threats toward a comprehensive model of public governance
focused on long-term resilience. The evolution of scientific approaches to the interpretation of security is analyzed, demonstrating that the modern understanding of security is based on the state's
ability to function effectively and adapt to internal and external risks. The concept of sustainable
security is explored as an approach that integrates economic, social, environmental, energy,
human, and state security dimensions while emphasizing the preventive nature of public policy. The
role of international economic integration as a factor in strengthening economic resilience,
enhancing competitiveness, and diversifying foreign economic relations is identified. A conceptual
model for ensuring state resilience is proposed, founded on the systematic integration of the principles of sustainable development, national security, and the international economy. The model
encompasses a comprehensive analysis of multi-level threats, the establishment of an integrated
information and analytical framework, and the application of scenario modeling and strategic
forecasting to support evidence-based public decision-making. It is demonstrated that the implementation of the proposed approach will enhance the adaptability of public policy, strengthen economic and security resilience, facilitate Ukraine's more effective integration into the international economic environment, and improve its long-term competitiveness.
Sustainable development has traditionally been understood as a framework balancing environmental, economic and social objectives. However, accelerating climate change, geopolitical instability, technological disruption and growing systemic risks challenge the conditions under which these objectives can be achieved. Despite expanding research on sustainability, resilience and security, their interrelationships remain fragmented across disciplinary perspectives. This article examines how the relationship between sustainable development and security has evolved and analyzes how existing discussions on sustainable security can be brought together into a more coherent analytical framework. The study applies qualitative document analysis, comparative analysis, thematic analysis and analytical synthesis of the academic literature, international policy documents and institutional reports. The analysis indicates that progress towards sustainable development depends to a substantial extent on the resilience of environmental, economic, societal and institutional systems. Rather than representing a separate policy field, sustainable security provides an integrative perspective that explains how these dimensions interact under conditions of systemic uncertainty. Building on existing research in sustainability, security, resilience and governance, the article develops an Integrated Sustainable Security Framework that brings these dimensions into a single analytical structure suitable for examining their mutual relationships. Its main contribution lies in integrating existing perspectives into an analytically consistent framework that may support future empirical and interdisciplinary research on the sustainability–security nexus.

Subject. The fundamental transformations of the global economic landscape caused by the political crisis and the aggravation of geopolitical contradictions necessitate the development of new conceptual approaches to the essence of economic security.
Objectives. Systematization of the main scientific schools and conceptual approaches to understanding economic security in the context of international economic relations at the present stage (2022–2025).
Methods. The methodological base includes historical-genetic, comparative and system-structural methods, as well as content analysis.
Results. It is shown that in 2022–2025 there was a conceptual shift: economic security was finally recognized at the level of the leading powers as a component of national security, and not just an element of economic policy. Three key schools have been identified: neoliberal (emphasis on supply chain sustainability and institutions), neorealist (sovereignty, control over critical resources and technologies), and human-centered (social sustainability, trust in institutions).
A multilevel synthetic approach combining macro, meso and micro levels of economic security is becoming the most in demand.
Conclusions. In the context of the "new cold war" and the fragmentation of the global economy, an effective economic security strategy requires the coordination of national, regional and global instruments to protect economic interests.

Introduction. Innovation is a critical condition for the resilience and recovery of Ukraine’s regions, evenin the face of the COVID-19 pandemic and the full-scale armed invasion of the Russian Federation, as it directly strengthens the security of sovereignty, territorial integrity, and democratic constitutional order. Each region has its own innovation and security potential, which should be revealed through a systematic assessment as a starting point for prioritizing investments and aligning with national security goals.Problem Statement. There is no generalized, easy-to-use and reproducible methodological approach that comprehensively reflects the process of assessing innovation potential precisely in the context of ensuring national security, which leads to resource dispersion, duplication of efforts and slow implementation of solutions. It is necessary to develop a functional assessment model based on IDEF0, which structures inputs, outputs, management and mechanisms, ensuring coordinated management decisions and transparent project selection criteria.Purpose. The purpose of the study is to substantiate and build, based on functional modeling IDEF0, a decomposition of the phased process of assessing the innovation potential of the region in the national security system for making coordinated and most eff ective management decisions.
Materials and Methods. We use functional modeling IDEF0 (Integration Definition for Function Modeling) with the construction of a context diagram and hierarchical decomposition of functions, based on the principles of theICAM program.Results. A methodological approach based on IDEF0 with the ICOM model and stages A1—A3 has been proposed.It enables generating standardized data, agreed metrics, a capability profile, a ranked portfolio of solutions, and roadmaps for their implementation.Conclusions. Assessing the region’s innovation potential is a necessary condition for strengthening national security, as it directly translates strategic goals into manageable, verifi able actions.

The article substantiates a structural-component approach to the formation of enterprise organizational resilience and develops a methodological approach to assessing its level under conditions of war and post-war recovery of Ukraine’s economy. It is established that the current economic environment is characterized by high uncertainty, nonlinear risks, instability of logistics systems, human capital losses, security threats, and accelerated digital transformation, which necessitates the development of new approaches to ensuring enterprise adaptability and sustainability. Based on the generalization of modern scientific approaches, a structural-component model of organizational resilience is proposed, including strategic, organizational, human resource, psychological, security, digital, communication, logistics, innovation, financial, and social components. It is proved that the interaction of these components forms the adaptive capacity of an enterprise and determines its ability to maintain continuity of operations, respond to external challenges, and ensure long-term development. A system of indicators for assessing organizational resilience has been developed, enabling a comprehensive evaluation of individual resilience components and the identification of vulnerable elements within the management system. A methodological approach based on calculating an integrated organizational resilience index is proposed. The approach includes the stages of indicator formation, normalization of indicators, determination of weighting coefficients, calculation of the integrated index, and interpretation of the obtained results. A scale for assessing organizational resilience levels is developed, allowing enterprises to be classified according to critical, low, sufficient, and high levels of resilience. The proposed methodology provides a practical basis for monitoring resilience dynamics, conducting comparative analysis, and supporting managerial decision-making aimed at improving enterprise adaptability, sustainability, and competitiveness. The study concludes that the proposed structural-component model and methodological approach create a methodological foundation for strengthening enterprise resilience and supporting sustainable economic recovery in Ukraine under wartime and post-war conditions.

The article establishes that in the context of globalisation, Ukraine's economic security is of
particular importance due to such factors as integration into the world economy, dependence on
foreign markets and investments, influence of international financial institutions, technological
and resource dependence, hybrid threats, etc. The main threats included structural imbalances in
the economy, dependence on imports of critical resources, financial sector instability, corruption
risks, low innovation activity, demographic problems, and threats related to military operations
and geopolitical conflicts. In order to minimise the impact of these threats, the author proposes
principles and strategic directions. The author proposes an algorithm for ensuring economic security of Ukraine in the context of globalisation changes, which provides for an assessment of the current state of economic security, creation of an economic security strategy, diversification of the
economy, strengthening of the financial system, protection of the national producer and stimulation
of innovation, integration into the international economic system on favourable terms, prevention
of corruption and the shadow economy, improvement of the level of economic literacy of the population, monitoring and correction of economic policy. It is proved that the concept of economic security of Ukraine in the context of globalisation should be based on an integrated approach, including strengthening economic sustainability, adaptability to changes, increasing the competitiveness
of the national economy and creating an effective risk management mechanism that will ensure the
country's sustainable development in the long term

The article substantiates the theoretical and applied foundations for the formation of population quality-oflife resilience under sustainable development based on the identification of infrastructure determinants and structural components ensuring the stability of socio-economic systems. It is proved that under conditions of global instability, military threats, energy crises, digital transformation, and climate challenges, infrastructure acts not only as the material basis for the functioning of territories, but also as a key prerequisite for ensuring adaptability, security, and resilience of the population's quality of life. Modern scientific approaches to the interpretation of the concepts of "resilience", "infrastructure", and "population quality of life" are generalized. The key infrastructure determinants of population quality-of-life resilience formation are identified, among which energy, transport, logistics, digital, social, коммунal, environmental, and security infrastructure have a system-forming significance. It is substantiated that the development of these infrastructure systems determines the ability of territories to maintain functional stability, ensure continuity of population life support, and adapt to crisis impacts. The structural components of ensuring population quality-of-life resilience are systematized, namely: institutional, infrastructural, social, economic, security, digital, and environmental. A conceptual model of the interrelation of structural components of resilience provision is proposed, which makes it possible to comprehensively integrate institutional, infrastructural, social, economic, digital, security, and environmental elements into a unified system for ensuring territorial resilience. The relationship between infrastructure transformation and the provision of resilient sustainable development has been established. It is proved that infrastructure modernization should be based on the principles of sustainability, resilience, inclusiveness, energy efficiency, digital integration, and environmental responsibility. Particular attention is paid to the Build Back Better concept as the basis for the formation of resilient, energy-efficient, digitally integrated, and environmentally oriented infrastructure systems in the process of Ukraine's post-war recovery. The practical significance of the obtained results lies in the possibility of their use in the formation of state regional development policy, post-war recovery strategies, modernization of critical infrastructure, and the development of mechanisms for ensuring the infrastructural resilience of territories.
