Abstract
The transition to green energy in the East Zangezur economic region represents a strategic
shift in Azerbaijan’s national energy policy, promoting efficient use of renewable resources,
sustainable economic growth, environmental restoration, and international cooperation. Green
energy projects generate significant socio-economic benefits by creating jobs, enhancing local
employment, strengthening human capital through high-tech infrastructure, and diversifying energy
production to ensure market stability and economic independence. Environmentally, this policy
reduces carbon emissions—small hydropower plants alone prevented 225,000 tons of CO₂ emissions
in 2024—while minimizing ecological risks and supporting biodiversity. The integration of solar and
hydropower further improves grid stability, making green energy transition a comprehensive model
of technological, social, and ecological development. Thus, the green energy transition in the East
Zangezur economic region is a multidimensional development model encompassing technological
innovation, social welfare, ecological restoration, and international integration.
Against the backdrop of global instability in energy and resource markets, ensuring the environmentally balanced development of national economies has become a top priority. For Ukraine,
which has overcome the consequences of the armed conflict, remains dependent on fossil fuels, and
is integrated into the European energy system, this task is complicated by many factors. The fragmentation of environmental regulations, the obsolescence of industrial infrastructure, and poor
coordination among government agencies are hindering the transition to a “green” economic
model. The aim of this article is a comprehensive study of the environmental sustainability of
Ukraine’s economy in the context of global energy and resource instability. The paper identifies key
elements of sustainability–the degree of energy sovereignty, resource consumption intensity, institutional effectiveness, and the level of environmental awareness–along with an analysis of the main
obstacles in each area. The study analyzes geopolitical factors destabilizing supply chains and the
role of international climate mechanisms (carbon regulation, “green” bonds) in enhancing the
economy’s adaptability. Energy transition scenarios for solar, wind, hydro, and bioenergy are
examined, with a differentiation of potential benefits and limitations. Particular attention is paid
to the implementation of circular models in industry, construction, and the agricultural sector, the
adaptation of international environmental standards, and the development of environmental monitoring systems. Key actors in the environmental transition–from state regulators to local communities–are systematized. Strategic priorities include the modernization of energy infrastructure,
the development of distributed generation from renewable energy sources, tax incentives for
resource conservation, and the expansion of recycling capacities. Together, these measures will
increase Ukraine’s resilience to external shocks and strengthen its position in the clean technology
market.

The article identifies the key determinants of the green economy (institutional, technological, energy, economic, environmental) for the EAEU member states based on systematic analysis and econometric calculations. Data from 1990–2025 were used. Regression models, cluster analysis, radial diagrams, and thermal correlation maps have been constructed. It has been found that the Union states are at different stages of the green transition: Russia and Kazakhstan are characterized by high carbon intensity, Belarus has the best waste recycling rates, while Armenia and Kyrgyzstan stand out for their high share of renewable energy sources. The share of renewable energy and energy intensity in GDP accounts for 68% of the variation in CO2 emissions. It is proposed to harmonize the taxonomy of green projects and create a common market for carbon units.

Summary This study examines the energy-saving and carbon-reduction effects of China’s Ecological Civilization Pilot Demonstration Zones using panel data for 229 prefecture-level cities from 2004 to 2023 and a spatial difference-in-differences framework. The results show that the policy significantly reduces urban carbon intensity and energy intensity by 25.2% and 8.0%, respectively. Spatial effect decomposition further reveals strong positive spillovers, with indirect carbon-reduction effects exceeding direct effects. Mechanism analysis indicates that the policy operates by strengthening government environmental governance, promoting green technological innovation, upgrading industrial structure, and enhancing public environmental attention. Heterogeneity analysis shows stronger policy effects in large cities and resource-based cities. These findings provide empirical evidence for optimizing ecological civilization policies, promoting low-carbon urban transition, and strengthening regional collaborative governance.

This paper analyzes the critical role of renewable energy in the context of the global transition toward a sustainable development model, given that fossil fuels still account for 81% of global consumption, posing major climate risks. The study shows a positive trend at the European Union level, where clean energy sources reached a share of approximately 47% of electricity production in 2025, with the wind and solar sectors being the main pillars of this progress. Beyond environmental benefits, renewable energy projects are presented as essential economic drivers that stimulate innovation, create jobs, and strengthen energy independence. Particular attention is given to the management of these projects, an area marked by high complexity due to capital intensity and regulatory uncertainties. Modern management in this sector must be adaptive, integrating digitalization, risk analysis, and green financing mechanisms to ensure long-term viability. Finally, the analysis focuses on the Republic of Moldova, where, despite financial constraints and dependence on imports, alignment with the policies of the European Energy Community opens new prospects for investment. The success of these initiatives depends on managers' ability to balance technological efficiency with social acceptance and economic sustainability, thereby providing a clear path toward a resilient and competitive energy future.

The transition from fossil fuels to sustainable, low-carbon energy systems is a complex economic, technological, institutional, and policy challenge. This study provides a multidisciplinary review of the drivers and implementation conditions shaping the global green energy transition. Using a qualitative analytical design and thematic synthesis of peer-reviewed literature, international policy reports, and institutional data, the analysis is organised around five interrelated dimensions: policy and governance, modelling approaches, technological and financial innovation, implementation barriers, and future strategic priorities. The review indicates that stable regulatory frameworks, coherent governance, renewable energy targets, carbon pricing, stakeholder participation, and public-private cooperation can support deployment. Technological progress in solar photovoltaics, wind energy, battery storage, smart grids, digital systems, artificial intelligence, and green hydrogen is strengthened by financial instruments such as green bonds, climate finance, blended finance, and multilateral investment. However, progress remains constrained by supply-chain disruption, critical-mineral dependence, policy uncertainty, inadequate grid infrastructure, financing limitations, and weak institutional coordination. Energy-system modelling, econometric analysis, scenario planning, and artificial-intelligence-based forecasting improve the assessment of transition pathways and policy choices. The study concludes that successful implementation requires coordinated action across policy, technology, finance, institutions, infrastructure, and workforce development, with strategies adapted to national and regional contexts across sectors and regions.

The article examines the transformation of economic development models under the conditions of the green transition and analyses the evolution and interrelation of the green, circular and bioeconomy concepts within the framework of sustainable development. It is substantiated that the aggravation of environmental problems, depletion of natural resources, and increasing anthropogenic pressure on the environment require a revision of the traditional linear model of economic growth. Based on the analysis of global trends, signs of relative decoupling between world GDP growth and carbon dioxide emissions are identified. This indicates a gradual weakening of the relationship between economic growth and ecological strain, although it does not eliminate the need for further transformation of economic systems. The study systematizes the chronology of the emergence of sustainable development, green economy, circular economy, blue economy, and bioeconomy concepts, as well as the key periods of their institutionalization at the international level. It is argued that the green economy acts as a broad concept of economic transformation, aimed at achieving sustainable development goals. At the same time, the circular economy, blue economy, and bioeconomy are considered independent but interconnected concepts that focus on different aspects of this transformation. The circular economy emphasizes closed cycles of resource use and waste minimization; the bioeconomy focuses on the use of renewable biological resources; and the blue economy is associated with the sustainable use of marine and other water ecosystem resources. In the study, we also visualize the conceptual overlap between the circular economy and bioeconomy, highlighting their interconnected relationship within the broader framework of sustainable development. The article also focuses on the systematization of theoretical approaches to the relationship between the studied concepts and the development of authorial schemes that visualize their evolution and interrelation. The results may be used in further research on the green transition and in the formation of sustainable economic development strategies.
