Abstract

Amid the rise of 6G space-air-ground-sea integration and accelerating deployment of low Earth orbit constellation (CON), especially for remote regions such as borders and marines lacking infrastructure, resilience CON with flexible coverage, robust connectivity, and disturbance tolerance are becoming essential for strategic communication and emergency scenarios. This study develops a layered evaluation framework covering coverage, connectivity, and resilience, based on the demand-reflective Fibonacci lattice grid-point (FLGP) model and inter-satellite link (ISL)-enabled space-based CON network graph. We introduce hybrid inclination (HyInc) series configuration and its extension HyInc-F involved continuous phase-factor gain with flexibility and compatibility. Specifically, a dual-resilience paradigm, comprising coverage and ISL resilience, is proposed to underpin communication enhancement and resilience reinforcement in remote areas. We develop a hybrid optimization framework combining non-dominated sorting genetic algorithm (NSGA)-III and a high-fidelity CON simulator with modular decoupling and mission adaptability, efficiently handling high-dimension objectives and enabling extensibility. Simulations yield valuable insights for resilience CON and highlight HyInc series’ various superiority (e.g., a 12% global coverage increase in certain scenarios) and framework’s extensibility and transferability for diverse regional and strategic CON deployment.
