An Adaptive CMP–Terraform Cloud Operations Framework for Enterprise Provisioning
Abstract
Enterprise cloud environments require rapid and consistent infrastructure provisioning to support scalable service delivery. However, manual provisioning remains time-consuming, error-prone, and difficult to standardize across multi-client operations. While Infrastructure-as-Code (IaC) technologies have advanced deployment automation, integrated approaches that combine provisioning orchestration and operational governance within a unified cloud management environment remain limited. This study presents an adaptive cloud operations framework realized through a custom Cloud Management Platform (CMP–Terraform) that enables web-based, one-click infrastructure provisioning on Microsoft Azure without requiring manual scripting or Command-Line Interface (CLI) interaction. The framework is designed using a hybrid methodology that combines System Development Life Cycle (SDLC), Business Process Improvement (BPI), and Agile Scrum. Evaluation across 15 controlled deployment scenarios shows a 61.78% average reduction in provisioning time compared with conventional manual procedures, with paired t-test results confirming statistical significance (p < 0.001). All deployment scenarios achieved 100% configuration consistency, demonstrating reliable and repeatable infrastructure provisioning. The modular and vendor-agnostic architecture also supports future multi-cloud integration. These findings demonstrate that the proposed framework can improve operational efficiency, strengthen provisioning governance, and support scalable cloud operations in enterprise environments.
