Abstract

Digital platforms have fundamentally transformed public communication, yet the capacity to study them is increasingly threatened by restricted data access, opaque algorithmic architectures, and complex legal barriers. Addressing these challenges requires a paradigm shift from isolated, project-based solutions toward shared, national-scale research infrastructures. We present the Australian Internet Observatory (AIO) as a case study of a multi-year initiative designed to facilitate digital media platform observability at scale. The AIO integrates access to computational resources, data governance frameworks, and diverse data sourcing methods, ranging from platform-centric API-harvesting to user-focused data donations. The AIO addresses methodological challenges, ethics, the technical skills gap, and the complexities of regulatory compliance. Driving Institutional Digital Transformation Through Ethical AI-Enabled University Technology Transfer: Insights from ICCubeX

Technology Transfer Offices (TTOs) play a critical role in converting university research into commercial impact, yet many face severe operational strain from manual workflows and limited staffing. This paper presents an Ethical AI-Enabled University Technology Transfer architecture, developed as a Design Science Research (DSR) case study based on the ICCubeX framework at Universiti Teknologi Malaysia (UTM). Positioned at the operational micro-layer to complement macro enterprise frameworks like COBIT, TOGAF, and SAFe, the modular architecture integrates a secure Retrieval-Augmented Generation (RAG) framework via access-controlled REST APIs to safeguard institutional data sovereignty. It employs a deterministic 85% mathematical confidence threshold to automatically route codified inquiries while directing complex, cross-disciplinary cases to an asynchronous Human-in-the-Loop governance layer to preserve officer validation and override authority. To ensure empirically testable outcomes, the framework establishes a Transformation Success Matrix targeting quantifiable benchmarks across inquiry turnaround agility, triage automation rates, and legacy database interoperability. The study contributes a theoretically grounded, governance-aware digital transformation blueprint for scalable and secure university technology transfer ecosystems.

From Open Standards to Openly Governed: Standards-Setting Organizations as Stewards of Openness amid Platformization and Digital Sovereignty

Open geospatial standards let data, services, and systems work across platforms. But openness is not just a property of specifications. It also depends on the institutions that produce them and the infrastructures in which they operate. Standards may function as digital public goods and, once embedded in public systems, as digital public infrastructure. Those roles can diverge. This paper asks when open geospatial standards remain public infrastructure rather than becoming channels of enclosure. It makes two claims. First, standards-setting governance matters: institutional design shapes whether open specifications retain their public-good character. Second, geospatial coordination is shifting toward proprietary location stacks, APIs, and cloud platforms, where roadmaps, pricing, and service terms increasingly set the rules. Sovereign-cloud and sovereign-AI strategies relocate this power rather than remove it. These dynamics reinforce each other. Weak governance pushes coordination toward the implementation layer; platformization, in turn, reduces incentives to invest in open standardization, weakening portability and FAIR reuse. Standards bodies cannot reverse platformization, but they still control the specification layer. Where legal safeguards are limited, internal governance becomes key. We frame this through four dimensions: Purpose, Principles, People and Processes, and Policies and Practices (the 4Ps framework) while stressing the limit that internal governance cannot solve alone an external structural problem.
