Abstract

This study aims to examine the interrelationship between Human Resource Management (HRM) strategies, organizational culture, and organizational performance within Palestinian organizations. It proposes a conceptual framework in which HRM strategies influence organizational performance through the mediating role of organizational culture. The study adopts a descriptive-analytical de-sign based on a conceptual research approach. Data were collected from secondary sources, in-cluding academic journals, books, previous studies, and organizational reports. A thematic analysis was conducted to synthesize the literature and develop an integrated theoretical framework.The reviewed literature suggests that HRM strategies—particularly training and development, recruit-ment and selection, performance appraisal, and motivation—play a significant role in shaping or-ganizational culture. In turn, a supportive organizational culture characterized by participation, ef-fective communication, customer focus, and strategic orientation contributes to enhancing organ-izational performance. The literature also suggests that organizational culture plays a mediating role in strengthening the relationship between HRM strategies and organizational performance. The study concludes that aligning HRM strategies with organizational culture is essential for improving organizational performance and achieving sustainable competitive advantage. For Palestinian or-ganizations, adopting a strategic approach to human resource management is critical in responding to environmental challenges and enhancing organizational effectiveness.
