Abstract
Algorithms, digital technologies, and the platform economy are tightly interconnected, which significantly changes everything. This paper, based on the premise of algorithmic governance, conducts a literature review and develops a three-part logical-analytical framework for the relationship between technology, platforms, and urban governance to analyze the reforms of the city governance due to platform intervention. Studies indicate that algorithms are more than just a tool characteristic but also a governance power with allocation of resources and shaping of rules. This embedding is a dynamic process of co-shaping between technology and institutions. The digital platforms, taking advantage of their strength in data and algorithms, have turned into quasi-governance organizations that engage in the sphere of public life and disrupt the old dichotomy of public and private power, creating a new tripartite of power. Simultaneously, they become part of the multidimensional innovation in urban governance in organization, authority, responsibility and space which creates a technical governance model based on the participation of platforms in the governance led by the Party and government. Moreover, the algorithmic governance is at a significant risk including the black box of algorithms, monopoly on data and online exclusion, which are predisposed to failure of regulation, over-empowerment of platforms, and social division.
It is argued that while technology has enhanced efficiency and transparency, governance outcomes ultimately depend on institutional capacity, inclusivity, and ethical commitment, and that Governance 4.0 represents not merely a technological shift but a normative redefinition of democratic governance in India.

The object of research is the process of public administration digitalization under conditions of crisis transformations and institutional instability. The problem that was solved is the lack of clarity regarding the interaction between platform governance, sustainable governance, and crisis-driven digital transformation. That happened due to the impact of global crisis-driven transformations, the accelerated development of digital technologies, and the changing role of the state in the digital society. It explores the evolution of approaches to the digitalization of public administration through a combination of theoretical and bibliometric analysis. It examines the transformation of digital governance paradigms from e-governance to platform governance, sustainable governance, and ecosystem-based governance. The methodological basis is a bibliometric analysis of scientific works indexed in the Scopus database 1992–2026, using VOSviewer. Analysis of the co-occurrence of keywords revealed dominant thematic clusters, conceptual shifts, and stages of development of digital governance research. The research results indicate that the evolution of digital governance is nonlinear and cumulative in nature. New paradigms do not displace previous ones, but integrate them into more complex governance models. An increase in scientific interest in the issues of digital governance transformation has been observed after the COVID-19 and global crisis transformations of 2020–2025. Special attention is paid to the Ukrainian context of digital transformation. The concept of compressed digital governance as a crisis-oriented model of accelerated and overlapping digital transformation in conditions of war, institutional instability and resource constraints is substantiated. It is argued, Ukraine is a unique case where elements of e-government, platform governance and sustainable governance are implemented at the same time. The resulting conceptualization of the evolution of approaches to public administration can be used to form public policy strategies aimed at digital transformation and state sustainability.

Digitalization, as one of the principal drivers of transformation in planning systems, has increasingly reshaped the structures, processes, and instruments of urban and rural planning. This article aims to elucidate the role and impacts of digitalization on spatial planning by examining how modern information and communication technologies, big data, geographic information systems, and smart platforms influence the enhancement of strategic spatial management and the strengthening of territorial governance. The research adopts a descriptive–analytical method and investigates the various dimensions of this transformation through documentary studies and conceptual analysis. The findings indicate that digitalization, while increasing accuracy, transparency, and efficiency in spatial decision-making, also enables broader stakeholder participation and improves coordination among different levels of governance. Furthermore, this process contributes to the reinforcement of future-oriented and data-driven approaches in strategic spatial management and provides the foundations for integrated and intelligent territorial governance. Nevertheless, challenges such as the digital divide, institutional issues, and infrastructural limitations may hinder the full utilization of existing capacities. Ultimately, the article emphasizes the necessity of redefining policy-making frameworks, developing digital infrastructures, and enhancing technological literacy in order to achieve intelligent spatial planning.

This research departs from the problem of not optimal implementation of bureaucratic digitalization in Makassar City. This study aims to analyze the dynamics of bureaucratic digitalization and the obstacles faced in building resilience of local governance in Makassar City. The method used is a qualitative approach through interviews, observations, and documentation studies that are analyzed with the help of NVivo 12 Plus software. This study shows that bureaucratic digitalization in Makassar City is not just a technological process, but a structural and cultural transformation that determines the resilience of local governance. Its success depends heavily on the ability to overcome obstacles such as low digital literacy of apparatus, weak coordination between OPDs, resistance to change, and limited digital infrastructure. Effective digitalization must be understood as a strategy to build an adaptive and innovative bureaucracy through strengthening SPBE, cross-sector collaboration, and community-oriented public service ethics. Thus, digital transformation plays an important role in creating a smart, resilient, competitive, and sustainable bureaucracy in the face of the dynamics of modern governance. Thus, the success of bureaucratic digitalization in Makassar City depends on the ability of local governments to build synergy between technology, human resources, and public service values to realize smart and sustainable governance. This study concludes that digitalization in Makassar City is a fundamental structural and cultural transformation that determines the resilience of local governance. An NVivo 12 Plus-based analysis identified four main obstacles to realizing a smart bureaucracy: low digital literacy among civil servants (35%), sectoral ego barriers (25%), work culture resistance (20%), and limited infrastructure (20%). As a theoretical contribution to local organizational resilience, this study recommends halting the "hyper-application" trend and urging a strategic transition toward system interoperability (shared-service model) and reforming the digital mindset of civil servants to prevent technological redundancy.

In the digital economy, data serves as a novel factor and a principal catalyst for production and distribution processes, while digital platforms represent a new organizational structure that links many users through network effects, fostering innovation and change in established sectors. Data and digital platforms are fundamental components of digital commerce and are thus critical factors in the development of trade policy. One of the most distinguishing characteristics of the global environment in the 21st century is the geopolitics of digital protectionism, which is connected with the drive to achieve technical sovereignty. As significant digital powers, India, the United States of America, and China each approach this nexus with their own unique tactics, which are motivated by the economic, security, and political imperatives related to their own countries. The worldwide internet ecosystem is also experiencing a significant digital revolution, characterized by a rapid transition towards digital protectionism and the desire for technology sovereignty. The increasing protectionism in trade, the fragmentation of trade blocs, and geopolitical tensions are inducing disruptions and uncertainty in global supply chains. In the meantime, these transformations generate profitable opportunities for some trades and enterprises to enhance the supply chains, explore new markets, and embrace data localization. The traditional economic models are inadequately considering the impacts of abrupt policy alterations, significantly with the tariffs and capital movements. As the global economic landscape grows increasingly unstable, it is essential to understand cross-border economic dynamics in the digital era within such critical geopolitical situation. This research paper sets the objective to examine the intricate geopolitical issue, emphasizing the unique yet interrelated strategies of India, the United States, and China. Inspired by national security, economic competitiveness, and ideological dominance, these nations are progressively enacting laws that emphasize domestic digital priorities. Digital protectionism, characterized by data localization, export limits, and limitations on foreign digital services which operates not just only as a trade barrier but also as a strategic instrument for attaining greater technical free will.
