DIGITAL GOVERNANCE AND PUBLIC POLICY INNOVATION: TRANSFORMING SERVICE DELIVERY IN THE 21ST CENTURY
Abstract
The rapid advancement of digital technologies has fundamentally reshaped governance systems across the world. Governments are increasingly adopting digital governance frameworks and innovative public policies to enhance efficiency, transparency, and citizen participation in service delivery. This paper examines the role of digital governance and public policy innovation in transforming public service delivery in the 21st century. The study adopts a qualitative research design based on an extensive review of scholarly literature, policy reports, and empirical studies published between 2020 and 2026. Findings reveal that digital governance enables governments to improve administrative efficiency, reduce bureaucratic bottlenecks, enhance accountability, and promote citizen-centric service delivery. However, several challenges—including digital divide, weak institutional capacity, cybersecurity risks, and infrastructural limitations—continue to constrain the effective implementation of digital governance initiatives, particularly in developing countries. The paper concludes that digital governance and policy innovation are critical instruments for modernizing public administration and achieving sustainable development. It recommends stronger institutional frameworks, investment in digital infrastructure, capacity building, and inclusive policy design to maximize the transformative potential of digital governance.
