Individual, Organizational, and Technological Barriers Hindering to Knowledge Sharing Behavior in The Low-Performance Innovation Working Groups
Abstract
This research was aimed to identify and examine those of possible barrier factors: individual, organizational, and technological, that hindering to knowledge sharing behavior among 78 civil servants at Local Government of Bekasi City those join innovation working group to prepare annual innovation contest. They came from 26 units out of 42 units of services, bodies, and districts those for 3 (three) years consecutively failing to meet expected standards (below top ten). There is limited research on knowledge sharing barriers among public sector employees, especially in innovation working group, as a contextual research gap. Unwillingness to share knowledge at the necessity as an indicator in this research claimed as a novelty in this research. The structural equation modelling (SEM) was used to define the relationships between the latent variables (those of proposed barrier factors and the lack of knowledge sharing behavior) and the observed variables (indicators represented to each latent variables). Lisrel8.80 was used to evaluate the model. The results of this study showed that the latent variable the lack of knowledge sharing behavior had 83% of its variance predicted (R2 = 0.83), with 17% unexplained error variances, due random or systematic error, and variables not in the model. The t-values for the structural equation coefficients of individual barrier factor (2.21), organizational barrier factor (2.51), and technological barrier factor (2,06) are more than t = 1.96, all factors at the 0.05 level of significance affected the lack of knowledge sharing behavior.
