Human capital and organizational capability: mapping the intellectual evolution of governance and accountability research

Abstract

This study examines the evolution of research on organizational governance, accountability, and organizational effectiveness between 2020 and 2025 through a bibliometric analysis of publications indexed in the Scopus database. Increasing environmental uncertainty, sustainability pressures, stakeholder expectations, and organizational resilience challenges have expanded scholarly interest in understanding how governance systems contribute to long-term organizational performance. Using Bibliometrix and Biblioshiny, this study applies thematic mapping, conceptual structure analysis, topic modelling, text network analysis, and science mapping techniques to identify dominant themes, emerging research directions, and intellectual relationships within the literature. Governance, accountability, and organizational performance remain the intellectual foundations of the field, while sustainability and organizational capability have gained increasing scholarly attention. The thematic and conceptual analyses reveal a gradual shift from compliance-oriented and administrative perspectives toward broader discussions of organizational capability, adaptability, and sustainable value creation. The proposed evolutionary framework highlights the growing integration of governance systems, accountability mechanisms, and organizational capabilities in supporting long-term organizational success. Drawing on Human Capital Theory, the Resource-Based View, and Dynamic Capabilities Theory, the study emphasizes the strategic role of human capital in transforming governance structures into effective organizational outcomes. Employee competencies, organizational learning, and workforce adaptability emerge as critical capabilities that strengthen resilience and sustainable performance. These findings contribute to the human resource management literature by providing a comprehensive understanding of the evolving relationship between governance, human capital, organizational capability, and long-term organizational effectiveness. From a managerial perspective, the findings suggest that organizations should integrate human resource development with governance systems to strengthen workforce capability, organizational resilience, and sustainable organizational performance.
