Implementation of Decision Support System for Teacher Performance Analysis Using MOORA Method

Abstract

Early Childhood Education plays a fundamental role in fostering children's cognitive, social, emotional, and moral development, establishing the foundation for lifelong learning. However, many kindergartens still rely on manual teacher performance evaluation procedures, which are subjective, inefficient, and prone to documentation errors. This study aims to design and implement a web-based Decision Support System (DSS) using the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method for objective teacher performance evaluation at TK Al Azkar. The system was developed using the Waterfall model with the Laravel framework and MySQL database, integrating 30 assessment criteria consisting of 22 benefit criteria and 8 cost criteria. The MOORA method was implemented to process teacher assessment scores through decision matrix construction, normalization, optimization value calculation, and ranking. System testing was conducted through Black Box Testing (28 scenarios, 100% success), White Box Testing (validating internal logic with Cyclomatic Complexity values ranging from 2 to 7), and User Acceptance Testing involving 19 respondents (principal, vice principal, assessment team, and teachers) which yielded a satisfaction score of 91.58% (Strongly Agree category). The results demonstrate that the developed system generates rankings based on predefined criteria and weights using a standardized computational procedure, providing structured and transparent outputs. Septi Asmara Komalasari achieved the highest Yi value (0.2578), while the system effectively replaces manual paper-based assessment, enables centralized data management, and facilitates cross-period performance monitoring. However, the system provides a basis for more structured evaluation and decision-making, though improvements in learning quality require further longitudinal study.
