Abstract
Despite the growing importance of community resilience, there remains a lack of integrated and data-driven frameworks capable of assessing resilience from a sustainable development perspective and supporting decision-making at the municipal level. To address the challenge of evaluating community resilience through an integrated framework grounded in sustainable development dimensions, this study proposes a framework for assessing community resilience through a multicriteria decision-making approach. The methodology integrates economic, environmental, social, and institutional indicators, entropy weighting, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), and gap analysis to generate community resilience indices and identify priority areas for intervention. The framework was applied to municipalities in the state of Rio Grande do Sul, Brazil, a region recently affected by large-scale climate-related disasters. The results revealed significant disparities in resilience levels among the municipalities analyzed while gap analysis enabled the identification of critical weaknesses and development priorities for each municipality. The study contributes to the resilience assessment literature by integrating sustainability dimensions, objective weighting through entropy, TOPSIS, and diagnostic gap analysis into a unified decision-support framework that provides a replicable and data-driven tool for evaluating community resilience, supporting public policy formulation, investment prioritization, and strategies aimed at strengthening sustainable and resilient communities.
Over the past 20 years, resilience scholars have made significant efforts to establish assessment frameworks. This article attempts to create a comprehensive and categorized perspective, titled analytical–operational guidelines, to address overlapping points and cognitive gaps resulting from scattered approaches. Such approaches have led to an unbalanced development within the resilience domain despite qualitative and quantitative progress. By emphasizing the strengths and weaknesses of resilience scholars’ efforts, this article aims to foster a balanced development of resilience and provide a repeatable, operational guide for system-hazard scenarios. To achieve this, a critical analysis has been conducted, drawing from a selection of the most significant frameworks from diverse perspectives. Considering the expansive scope of the resilience cognitive domain, presenting a study that harnesses the capacity of all domains is essential. Furthermore, in line with sustainability criteria and principles, as well as the maintenance of social, economic, and environmental performance levels, efforts have been directed toward prioritizing resilience in accordance with these principles. Main challenges are addressed through two key questions focusing on resilience as a framework and the effectiveness analysis of frameworks. These challenges highlight past and future perspectives, enabling scholars to understand cognitive capacity within resilience-related sciences. The article substantiates the necessity for a unified framework, recognizing its alignment with the efforts of comprehensive and exclusiveness-focused researchers and the crucial role of stakeholders.

This research focuses on sustainable community-based adaptation to climate change within coastal communities in the Philippines via a qualitative systematic review of current literature. Using thematic analysis of current approaches, the paper considered commonly used adaptation strategies, the conditions influencing their implementation and sustainability as well as the roles of local knowledge, community involvement and governance on enhancing climate resiliency. The results of the study indicate that ecosystem-based adaptations, disaster preparedness, sustainable resource management and participatory governance are instrumental in mitigating climate vulnerability. Nevertheless, there are still significant barriers to long-term adaptation, such as limited financial support, poor policy implementation, inadequate infrastructure and institutional limitations. The research concluded that an effective strategy for improving climate resiliency can only result from collaboration among communities, governmental organizations and other stakeholders through the use of both indigenous knowledge and scientific methods of climate change adaptation.

Assessing sustainability in complex adaptive systems (CAS) is still considerable challenge, due to the prevalence of dynamic non-linear interdependent socio-ecological processes. Traditional assessment approaches often target a single outcome and have a limited ability to model the interactions and feedback loops that influence system behavior. To overcome this limitation, this research proposes a hybrid methodological framework that integrates the Ecotourism Opportunity Spectrum (ECOS), the Delphi method, and key components of CAS theory. The framework allows for the systematic identification, organization, and validation of sustainability indicators in a structured way. It uses a layered approach where indicators are first conceptualized within an integrated framework, then adapted through expert agreement, and subsequently interpreted through the theoretical perspective of CAS to better understand interdependencies and adaptive dynamics. The findings demonstrate strong expert agreement across the identified sustainability indicators and highlight the importance of understanding sustainability dimensions as interdependent rather than isolated assessment components. The CAS-based interpretation further revealed that sustainability indicators operate through adaptive and interconnected relationships, where changes in external environmental, institutional, or socio-economic conditions may influence multiple sustainability dimensions simultaneously. This study contributes to the improvement of sustainability assessment tools and supports decision-making in a more informed, flexible, and context-specific manner by providing a structured but still flexible decision-support approach.

This research seeks to create a thorough framework for assessing sustainability in project management through a multiscale and multicriteria methodology. A Sustainable Project Management Framework (SPMF) utilizing the PESTEL model is suggested, together with a Sustainable Project Management Index (SPMI) for quantitative evaluation. The approach incorporates literature analysis, focus group conversations, and the Analytic Hierarchy Process (AHP) to assess the relative significance of sustainability elements. The framework undergoes empirical testing on two farming projects in East Kazakhstan. The results show that political and economic influences are predominant in the initial stages of projects, whereas social and environmental aspects become more significant during the execution and oversight phases. The findings further indicate that sustainability priorities differ based on project type and context. The suggested SPMI offers a versatile and methodical framework for evaluating sustainability performance in various sectors. This research adds to the existing literature by presenting a dynamic, multiscale method that incorporates both temporal and contextual aspects of sustainability into project management, providing valuable insights for decision-makers and project managers.

Transportation infrastructure and systems in the United States (US) are increasingly challenged by climate change, aging infrastructure, and rapid urbanization, necessitating planning approaches that integrate both long-term sustainability and short-term resilience. However, most existing frameworks have evaluated these concepts independently, limiting their effectiveness for holistic decision-making. This study proposed a quality prioritization index (QPI) framework that unified sustainability and resilience into a single quantifiable index using the fuzzy analytic hierarchy process (FAHP). Through an extensive literature review, 49 resilience factors were identified and systematically categorized into four dimensions: absorptive capacity, adaptive capacity, restorative capacity, and equitable access. A structured FAHP-based survey was administered to transportation professionals across diverse geographic regions, and their opinions were analyzed using FAHP to obtain factor weights and to prioritize them. These weights were used to develop the resilience prioritization index (RPI). The RPI was subsequently integrated with an existing sustainability prioritization index (SPI) to construct the unified QPI framework. The proposed framework was demonstrated through a case study of five US Gulf of Mexico–adjacent states—Texas, Louisiana, Mississippi, Alabama, and Florida—and its robustness was evaluated using sensitivity analysis. The results revealed that financial preparedness, interagency coordination, strategic resource allocation, and multichannel communication were the most influential factors for transportation system resilience. The case study demonstrated notable regional variations, with Florida exhibiting the highest QPI value, indicating comparatively lower overall transportation system quality, while Alabama and Louisiana showed higher overall quality. Sensitivity analysis further revealed that QPI outcomes were highly responsive to varying sustainability and resilience weights. The QPI framework provides transportation planners and policy makers with a practical decision–support tool for identifying high-impact intervention areas and strategically allocating resources to simultaneously enhance long-term sustainability and short-term resilience.

The study aimed to develop a culturally sensitive and environmentally sound relocation framework that incorporates climate change adaptation, resource efficiency, social equity, and cultural preservation, ultimately contributing to the establishment of resilient and sustainable relocated communities in Población Bustos, Bulacan. It analyzed the challenges and opportunities associated with relocating at-risk populations, considering factors such as site selection, housing design, infrastructure development, livelihood opportunities, and community participation.
This study employed a mixed-method approach, including spatial analysis of hazard-prone areas, community consultations, and interviews with experts. This study revealed several key findings on Vulnerability Assessment, Feasibility of Relocation, Community Acceptance and Participation, Integration of Resilient Principles, Sustainability Considerations, Policy and Governance Gaps, and Effective ways that are emphasizes on immediate goal of relocation for safety and disaster resilience, the conclusions accentuated that true success lies in integrating this with sustainability – ensuring long-term well-being, economic viability, and self-reliance for the relocated communities
The findings aimed to provide evidence-based recommendations for a relocation approach that enhances the long-term safety, well-being, and environmental stewardship of the affected population.
The study proposed a development plan to address the urgent needs for a comprehensive and sustainable solution to safeguard communities in Poblacion Bustos, Bulacan, facing recurrent threats from natural hazards such as flooding and seismic activity. The plan outlines a meticulously designed relocation strategy that prioritizes the safety, well-being, and long-term prosperity of at-risk populations. Beyond mere physical displacement, this approach integrated principles of resilience by fostering community preparedness, enhancing adaptive capacities, and establishing robust early warning systems. The proposed plan emphasizes community participation throughout the planning and implementation phases, ensuring that the relocation process is culturally sensitive, economically viable, and socially equitable. Key components included comprehensive risk assessment, identification of suitable relocation sites, development of resilient and sustainable housing, establishment of livelihood generation programs, and the creation of a governance structure for effective plan execution and monitoring. Ultimately, this plan aimed to transform vulnerable communities into thriving, self-reliant settlements capable of adapting to future environmental challenges, setting a precedent for proactive and holistic disaster risk reduction and management in the Philippines.
