Analysis of Factors Affecting Safety Management in Irrigation Projects in Iraq Using Six Sigma (DMAIC) Methodology

Abstract

Safety management in irrigation projects in developing countries, particularly Iraq, faces persistent challenges due to complex operational environments and the absence of structured improvement frameworks. This study aims to enhance safety performance irrigation projects in Iraq by integrating the Six Sigma (DMAIC: Define, Measure, Analyze, Improve, Control) methodology. A quantitative descriptive-analytical approach was adopted, utilizing structured questionnaires and interviews with industry professionals. The reliability of the research instrument was rigorously validated, yielding a Cronbach’s Alpha of 0.994, indicating exceptional internal consistency. Data analysis was performed using the Relative Importance Index (RII), Pareto Analysis, and Ishikawa diagrams to identify and prioritize critical failure modes. The results identified "Machinery and Equipment" as the most critical factor (RII = 0.88), with Pareto analysis revealing that lack of safety training, low hazard awareness, and the absence of preventive maintenance systems constitute the "vital few" causes of safety lapses. The application of the DMAIC framework demonstrated a significant capacity to reduce process variability and foster a proactive safety culture. This study provides a novel, validated practical model for policymakers and project managers to systematically mitigate risks and improve operational efficiency in large-scale irrigation projects.
