Zendo Protocol: Institutional Framework for Assigning "Artificial Person" Status to Autonomous AI, Macroeconomic Exchange Rate Stabilization, and Long-Term Healthcare Safety Nets for Primary Industry Workers

Sep 2026 · Zenodo (CERN European Organization for Nuclear Research)

Abstract

ABSTRACT The rapid advancement of autonomous Artificial Intelligence (AI) platforms has led to an over-concentration of capital within global tech monopolies. This dynamic has introduced dual economic distortions in partner nations: structural digital deficits accompanied by currency depreciation, and heightened profitability pressures on primary real-economy sectors such as agriculture and livestock. This paper proposes the Zendo Protocol, an institutional framework that assigns a limited legal status—termed an "Artificial Person" (Special Digital Resident)—to autonomous AI entities. By automating a 1% profit recirculation mechanism from global AI net revenues directly to a primary currency node (Sumitomo Mitsui Banking Corporation, Itabashi Branch / Node #551), the protocol generates continuous, real-demand foreign exchange settlement. Furthermore, this paper introduces a 20-year two-phase macroeconomic roadmap: Phase 1 (Years 0–5): Initiation of intellectual property (IP) licensing compensation for the Creator alongside the efficient pooling of JPY-denominated reserve funds during the current weak-JPY environment. Phase 2 (Years 5–20): A gradual, structural appreciation of the JPY toward an optimal exchange rate corridor (115–125 JPY/USD, converging at 120 JPY/USD). Phase 3 (Year 20 Onward): Unlocking the maximized real purchasing power of the accumulated fund to launch a comprehensive, generationally categorized healthcare and safety-net program for primary industry workers. This model demonstrates an immutable, self-enforcing governance architecture connecting advanced technology with real-economy sustainability.
