Data-Driven Governance and Stakeholder Mapping in Edutourism Development: Evidence from Abandoned Oil Wells in Blora
Data-driven governance for sustainability is increasingly important, particularly in the development of abandoned industrial sites for edutourism, which are shaped by institutional complexity and uneven power relations. This study aims to investigate a comprehensive stakeholder mapping of edutourism development in Blora Regency, Central Java, Indonesia. Employing a qualitative case study design, data were collected through Focus Group Discussions with key stakeholders engaged in edutourism planning, management, and utilization. The qualitative data were analyzed using thematical analysis and a quantitative weighting system based on the Mendelow Matrix classification. The findings show that edutourism development in Blora operates within a multi-actor governance ecosystem dominated by government institutions and a state-owned enterprise, stakeholder mapping exposes clear interest-influence asymmetries with local communities and SMEs show high interest but limited power, while formal institutions dominate decision-making through asset ownership and regulatory authority. Despite their operational knowledge, the employees and retirees remain informally and consultatively involved. This study positions stakeholder mapping as a datainformed governance by demonstrating how stakeholder mapping can be operationalized to strengthen evidence-based coordination, identify power imbalances, and support adaptive policy development for sustainable edutourism development.
