Governance in Fragile Markets: The Critical Role of Accountability and Transparency in South Sudan's Banking Sector
The general objective of this study was to examine the effect of citizens' participation practices on service delivery in Rwanda, with specific focus on Kicukiro District. Descriptive findings showed that respondents generally agreed that managerial skills, transparency, accountability, and political participation contribute to service delivery. Political participation recorded the strongest descriptive perception among the participation practices, while land management, administrative services, health care services, and education services were positively rated as dimensions of service delivery. Regression findings indicated that managerial skills had a positive and significant effect on service delivery (B = .302, t = 1.496, p = .002). Transparency also had a positive and significant effect (B = .514, t = 2.570, p = .012), while accountability had a positive and significant effect (B = .064, t = .689, p = .018). Political participation had a statistically significant but negative effect on service delivery (B = -.066, t = -.907, p = .009). The model explained 62.4% of the variation in service delivery. The study concludes that citizens' participation practices significantly shape service delivery in Kicukiro District. It recommends that Kicukiro District strengthen managerial capacity, transparency systems, accountability mechanisms, and inclusive citizen forums to improve service responsiveness.
