luksgrin/PyEvoMotion: CI test data subset v1

Fixed-seed subset of the UK/USA SARS-CoV-2 dataset used by the test suite. For each country: the reference (hCoV-19/Wuhan/IVDC-HB-01/2019) plus 1,000 sequences sampled, stratified by 7-day windows with seed 20260905, from the 10,000 ids of the manuscript sample (tests/data/test3/ids_sampled_for_figure.json). The exact ids are recorded in tests/data/test3/ids_sampled_for_ci.json; the archive is reproduced by python -m tests.helpers.make_ci_subset from the full dataset. Contents of test3-ci-subset-v1.tar.gz: test3UK.fasta, test3UK.tsv, test3USA.fasta, test3USA.tsv (same layout as the full files). The tests download and extract it into tests/data/test3/ci/ on first use. This is a data-only release, not a software version.
