The Migration Factor as a Driver of Russia's Economic and Human Resources Security Transformation
The article examines the complex impact of the migration component on the level of economic and personnel security of the Russian Federation. The authors analyze the paradigm of new regulatory legal acts aimed at digitalizing migration records and their impact on the shadow sector. The author's analysis focuses on how modern migration processes are changing the contours of economic and personnel security in the Russian Federation. The paper highlights the ambivalence of the impact of migration: despite the obvious benefits of replacing the missing workforce and smoothing demographic imbalances, migration is increasingly seen as a source of additional risks to the sustainability of the economic system. Special attention is paid to micro- and macro-levels of risks: from the collapse of compliance systems in hiring to threats to business continuity due to socio-political destabilization. Sociocultural transformations are considered: changes in the ethno-demographic face of megacities, an increase in the number of interethnic marriages, as well as the adaptation of the food market and marketing. The article presents a statistical cross-section of current migration and labor realities. It is concluded that it is necessary to introduce the concept of “Zero Trust” into HR processes and develop business continuity plans (BCP) in a multicultural environment.
