Readiness, Not Restriction: Firm Size, Digital Infrastructure, And the Conditional Effect of Regulatory Intensity on Enterprise AI Adoption in the European Union

Results indicate that enterprise-level characteristics remain important even when national regulatory conditions are broadly comparable, and suggest that policies aimed at strengthening enterprise capacity and digital infrastructure are more likely to narrow this gap.
