This publication presents an expanded, self-applying living-system architecture for governing materially consequential transitions across artificial intelligence, government, military systems, nuclear-risk governance, communications, finance, water, energy, food, healthcare, infrastructure, cybersecurity, law, identity, science, environment, space systems, quantum technologies, multi-civilisation contact, technology transfer, information systems, and future-developed domains. The architecture extends Recoverability-Constrained Systems by propagating recoverability, authority, evidence, continuity, safeguard, and restoration requirements across all materially relevant mechanisms, actors, objects, relations, boundaries, intervals, states, technologies, information flows, interpretations, dependencies, authorities, adversarial paths, successor states, and recovery mechanisms. Its governing condition is recoverability-constrained admissibility: a materially consequential transition should proceed only while protected states and future possibilities remain sufficiently distinguishable, attributable, challengeable, correctable, containable, restorable, substitutable, separable, or otherwise recoverable within the applicable interval under real conditions. The publication develops a universal propagation layer intended to prevent governance requirements from being bypassed through changes of terminology, implementation, jurisdiction, actor, technology, medium, architecture, ownership, delegation, automation, recursion, succession, or materially equivalent mechanism. The same rule applies to centralized, decentralized, distributed, federated, autonomous, biological, computational, hybrid, quantum where applicable, institutional, civilisational, and future-developed systems. A major contribution is the explicit separation and closure of technology and information pathways. Technology closure governs research, invention, testing, deployment, scaling, transfer, migration, integration, dependency, incident, recovery, decommissioning, archival, succession, and future re-entry. Information closure governs source, acquisition, sensing, storage, filtering, translation, classification, inference, prediction, interpretation, authorization, communication, action, effect, correction, archival, reuse, and successor dependence. The architecture further develops interpretation-path closure so semantic ambiguity, translation error, classification drift, evidentiary gaps, source impersonation, authority laundering, model monoculture, recursive summarization, legal reinterpretation, emergency normalization, successor reinterpretation, and equivalent mechanisms cannot silently create authorization. Continuation-path closure is applied to normal, degraded, emergency, manual, offline, substituted, post-conflict, post-cyberattack, post-quantum, post-contact, and post-capture restoration conditions. The work includes universal umbrellas, principles, model clauses, legal-style provisions, safeguard and shield architectures, adversarial closure, blind-spot analysis, recursive self-governance, meta-closure, quantum and cryptographic closure, future-system admission rules, technology and information lifecycles, cross-domain relation and interval mappings, candidate research architectures, and a large registry of novelty candidates and breakthrough combinations. The safeguard architecture is deliberately open-ended. No finite list is treated as permanently sufficient. Whenever a new materially relevant actor, relation, technology, authority, dependency, interpretation, failure mode, attack path, successor state, civilisation, information channel, or safeguard weakness becomes distinguishable, a corresponding protection is generated and recursively subjected to the same evidence, authority, proportionality, recoverability, and self-audit requirements. The framework also applies to itself. Its rules, safeguards, validators, evaluators, search procedures, assumptions, proofs, interpretations, amendments, exceptions, enforcement mechanisms, recovery authorities, closure declarations, and successor editions remain subject to the same recoverability and distinction requirements. Any materially new distinction reopens the architecture and initiates another cycle of evaluation, protection, correction, and integration. The resulting system is designed as a living framework capable of extending into future technologies, institutions, intelligences, civilisations, evidence systems, attack classes, and successor forms without requiring abandonment of its governing invariant.

The Consolidated Universal Recoverability and Continuity Instrument is a harmonized model legal and governance framework developed within the Continuity Science / Recoverability-Constrained Systems (RCS) research programme. The Instrument consolidates constitutional, mathematical, technical, machine-architecture, living-system, and meta-governance materials into a single article-based framework for governing materially consequential transitions. Its central objective is to preserve truth, identity, agency, continuity, responsibility, evidence, and recoverable future possibility while preventing materially avoidable irreversible harm where a proportionate, less harmful, recoverable alternative remains available. The publication develops an integrated architecture spanning distinction, evidence, dignity, identity, consent, recoverability, successor geometry, temporal admissibility, technical control, isolation, distributed supervision, artificial intelligence, software, hardware, data, cybersecurity, healthcare, biomedical research, neurotechnology, genetics, children, disability, care continuity, finance, labour, consumer systems, supply chains, environment, climate, biodiversity, public authority, emergency powers, corruption, conflict, migration, trafficking, culture, Indigenous peoples, archives, oceans, outer space, frontier technology, quantum systems, and future-developed domains. The Instrument treats distinction as the terminal operational primitive. A materially relevant difference among actors, states, rights, identities, authorities, evidence classes, relations, dependencies, interpretations, successors, technologies, or recovery paths must remain represented whenever its removal could change the lawful or operational outcome. Recoverability is defined as the executable capacity, within the applicable interval and under real conditions, to prevent, challenge, interrupt, correct, restore, reconstruct, substitute, compensate, re-enter, or otherwise preserve a protected state or correspondence. A nominal remedy or safeguard does not count where it cannot become operational before the relevant recovery deadline. The Instrument includes open-world and technology-neutral closure rules so that future technologies, mechanisms, actors, legal forms, substrates, and domains enter the framework according to their material function and effect rather than whether they were specifically named in the text. Functional equivalence, anti-evasion, whole-path analysis, cumulative effects, successor continuity, cross-domain propagation, safeguard independence, recovery-of-recovery, and recursive self-application are used to prevent gaps created by relabeling, fragmentation, delegation, automation, jurisdictional transfer, timing, secrecy, succession, or technical novelty. The legal architecture also distinguishes model law and normative propositions from existing binding law. Treaties, constitutions, statutes, regulations, judicial orders, contracts, professional standards, technical standards, soft law, ethical recommendations, and model clauses retain their distinct legal status. The Instrument does not claim automatic supremacy over applicable law and expressly preserves stronger legal protections. A major component of the publication is its recursive living-system architecture. Auditors, models, validators, safeguards, exceptions, interpreters, recovery mechanisms, enforcement structures, amendment processes, and closure claims are themselves governed by the same principles they apply to other systems. The Instrument culminates in a Distinction Terminal Limit and Terminal Silence Condition. Local operational silence is reached only when a complete recursive and adversarial pass produces no materially new distinction, contradiction, interpretation path, continuation gap, bypass, duty, right, evidentiary need, safeguard, remedy, recovery path, or successor obligation. Silence is expressly local and conditional rather than permanent; materially new evidence, law, technology, actors, dependencies, harms, or other governing distinctions automatically reopen the relevant analysis. This publication is a model instrument for research, legal and institutional design, technical governance, standards development, policy analysis, and possible lawful adoption. Publication alone does not create a treaty, statute, constitutional amendment, patent grant, adjudication, or finding of fact.
