Technical Field Competency: A Strategic Roadmap for Nigeria's Energy Transition Workforce
The Nigerian energy sector faces a critical workforce preparation gap:despite the Nigeria Energy Transition Plan (ETP) targeting 340,000 direct roles by 2030, industry data confirm that over 70% of engineering graduates lack the practical technical skills required for modern operations, with only 22% of engineering programs maintaining active industry partnerships and a near-total absence of gas monetisation and carbon management content across university curricula. This gap directly sustains a 24.2% expatriate dependency rate in upstream technical roles despite fifteen years of the NOGICD Act 2010 mandating Nigerian workforce preference. This study employs a qualitative policy and framework research design integrating three components: a comparative policy review of the Nigerian Oil and Gas Industry Content Development(NOGICD) Act 2010, National University Commission's Core Curriculum and Minimum Academic Standards(CCMAS), Council for the Regulation of Engineering in Nigeria's Outcome-Based Education(OBE) Manual, and Nigerian Content Development and Monitoring Board(NCDMB) Strategic Roadmap; a systematic curriculum review synthesising published assessments of Nigerian engineering education; and a skills-gap synthesis drawing on industry survey data and regulatory reports. The policy review identifies three upstream gaps in Nigeria's local content statutory architecture: no mechanism recognising pre-graduation technical activity as a qualifying Nigerian content contribution under Sections 37, 43, and 44 of the NOGICD Act; no accreditation requirement for digital simulation proficiency under NUC or COREN standards; and no mandated curriculum content for gas monetisation or carbon management. The Technical Field Competency (TFC) framework closes each gap through a corresponding pillar anchored in existing statutory instruments, requiring no new legislation. Modelled projections indicate the integrated framework could reduce technical onboarding delays by approximately 40%. The paper's primary recommendation is a Section 63 NCDMB directive formalising structured SPE student chapter activities as qualifying contributions under Sections 37, 43, and 44, activating an operator compliance incentive that makes the framework self-sustaining without additional regulatory infrastructure.
