Light-Time Authority Lease Experiment (LTAL-2026-08-v1.0): Reproducibility Package for "When the Nearest Human Is Twenty Minutes Away"
This record contains the complete reproducibility package for the synthetic light-time authority-lease experiment reported in the IEEE Computer theme-article manuscript “When the Nearest Human Is Twenty Minutes Away.” The experiment evaluates three authority policies an optimistic delayed ground-mediated baseline, a reactive local gate, and a hysteretic leased-local policy across four illustrative one-way communication-latency regimes and five decision-window classes. The package contains source code, frozen numerical outputs for 20,000 synthetic decision episodes, deterministic tests, publication figures, run metadata, result and claim ledgers, integrity hashes, and a fresh-environment reproduction audit. The work does not simulate spacecraft dynamics, flight software, a real mission, or certification performance, and the numerical results do not establish flight safety or operational readiness.
