Canonical V15 paper-submission release. This release synchronizes the public replication repository with the final IEEE Access manuscript. Key updates: Added Risk-Weighted UCB1 (RW-UCB1) to the canonical seven-policy comparison. Canonical default experiment now reproduces 7 policies × 5 profiles × 30 repetitions = 1050 runs. Preserved observable-only policy boundary for all deployable methods. Added RW-UCB1 deterministic and capability-boundary tests. Added supplementary paper artifacts and result tables. Canonical V15 scientific parameters, Proposed Framework logic, latent dynamics, and evaluation metrics remain unchanged.
